Orum's own pricing page states a 9-seat minimum. A 5-person team can't buy it — at any price.

Not "we think it's expensive for small teams" — Orum's own pricing page literally reads "Minimum 9-Seat." If your calling floor is under nine people, there's no version of Orum you can purchase, full stop. Add a 9-seat minimum, annual-only billing, and a demo-gated signup, and Orum simply isn't available to most of the teams that would otherwise want a parallel dialer. Outbound has no seat minimum, is self-serve today, and starts free.
